Reporting to the Associate Director, Risk Management & Privacy and under their direction, the Privacy Officer is responsible for coordinating Vancouver Community College’s (VCC) compliance with the provisions of applicable access and privacy legislation, including the Freedom of Information and Protection of Privacy Act BC (“FIPPA”) and Colleges policies and procedures.
This role coordinates and responds to Freedom of Information access requests, Privacy Impact Assessments and administers Privacy Breach protocols. Provides advice on the legislative requirements of the College to protect personal information and the College’s responsibility to disclose how it will be used for both employees and students.
This position also designs, develops and delivers privacy orientation and training to college employees and regularly performs compliance audits on the effectiveness of privacy policy, procedures and training initiatives. This position has access to, and provides advice on, matters related to confidential and sensitive records held throughout the College.
This role coordinates and responds to Freedom of Information access requests, Privacy Impact Assessments and administers Privacy Breach protocols. Provides advice on the legislative requirements of the College to protect personal information and the College’s responsibility to disclose how it will be used for both employees and students.

Job Duties/Responsibilities
Freedom of Information Requests
1. Coordinate and responds to legislative requirements relative to access to information requests made with the college under FIPPA, including administering, processing, and responding to all requests.
2. Corresponds with access to information applicants as required under FIPPA.
3. Determines which College departments have records related to the access to information requests. Advises the departments on the requirements under FIPPA and provides advice and guidance on how to conduct proper searches.
4. Evaluates and prepares fee estimates where applicable under FIPPA.
5. Makes recommendations on the release of sensitive and complex information, ensuring that all staturoy requirements under FIPPA for processing information access requests are met.
6. Observes legislative deadlines relative to access to information requests under FIPPA.
7. Secures and analyzes the records requested for disclosure exceptions under FIPPA independently or under the direction of the Associate Director. May review with Associate Director, Privacy consultant or legal counsel as required. Prepares records for disclosure; reviewing the disclosure package with the departments as required.
Privacy Impact Assessments
8. Coordinates privacy impact assessments (PIAs), working with Information Technology where necessary, for new tools or processes that collect, use, store, access or disclose personal information.
9. Develops appropriate tools and processes for the College to educate and train others on the legislative requirements for PIAs. Builds awareness of when a PIA is required.
Privacy Policies Compliance and Breach Protocols
1. Works with the Associate Director in the development of privacy programs, privacy protocols and initiatives.
2. Manages privacy breaches, including activities involving containment, risk analysis, notification, and prevention.
3. Liaises with relevant stakeholders on privacy matters, complaints, and investigations.
4. Coordinates and responds to complaints filed with and investigations conducted by the Office of the Information and Privacy Commissioner (OIPC) regarding the Colleges’ FIPPA files.
5. Conducts regular reviews of access to information and privacy practices in departments across the College. Provides reports and recommendations for improving access to information and privacy policy, procedures and practices.
6. In conjunction with the Associate Director, implements College-wide privacy policies and procedures including but not limited to collection use and disclosure procedures, forms compliance, administration of privacy impact assessments, privacy breach preparedness, security (as it pertains to personal information), information storage, and access to personal information.
7. Maintains data and records on access to information requests and privacy breaches, providing the Associate director and/ or senior management with updates or reports as requested.
8. Escalates any legal, regulatory, or reputational risk to the College.
9. Researches best practice, trends and methods, and recommends changes to reduce the College’s privacy risk.
10. Exercises critical thinking and independence of judgement related to access to information and privacy services including program renewal to the College. Handles privileged and confidential information with discretion.
Privacy Orientation, Training
1. Works with the Associate Director to design and deliver education and training programs for College employees regarding access to information, privacy and Canadian Anti-Spam Legislation (CASL).
2. Creates and delivers reports and presentations on privacy issues, achievements and program initiatives.
3. Develops effective working relationships with College stakeholders to support the promotion and awareness regarding access to information, privacy, and CASL.
4. Establishes and maintains external relationships with the OIPC, external legal counsel and other public bodies and agencies as required.
5. Acts as an advisor on assigned committees and teams.
6. Performs other duties as related to this position.

Qualifications
Education and Experience:
Skills and Abilities:
- Bachelor’s degree in a relevant field from an accredited institution.
- Minimum 5 years recent, relevant experience working in the public sector, a post-secondary organization is preferred.
- CIPP certification or equivalent an asset or willingness to obtain certification.
- Or an equivalent combination of education, training and experience.
Skills and Abilities:
- Knowledge and experience in the field of access to information and privacy in the public sector, preferably in a post-secondary institution.
- Strong knowledge of FIPPA processes and procedures.
- Training in the coordination and administration of the FIPPA or similar legislation
- Experience interpreting and applying legislation, policies and directives.
- Analytical and critical thinking skills including the ability to quickly analyze large volumes of complex information.
- Strong organizational and time management skills.
- Experience in managing caseloads and meeting deadlines in a high-volume service enrionment preferred. Ability to prioritize and complete work assignments under tight deadlines including assignments involving complex issues, conflicting priorities, and multiple stakeholders.
- Excellent communication skills, both verbal, and written. Abiltiy to deal with a diversity of people in a calm, courteous, and effective manner.
- Ability to exercise tact, discretion and maintain confidentiality in preparing, handling, and disclosing information of a confidential and/ or sensitive nature.
- Strong relationship building and maintenance skills with internal and external stakeholders such as legal counsel, consultants, and OIPC.
- Demonstrated ability to develop and deliver effective presentations to diverse groups.
- Remains current in areas of responsibilities including applicable legislation, regulations and best practices.
- May be required to work at all College campus locations.
- Demonstrated proficiency in MS Office Suite and Adopbe Acrobat Pro.
Salary Range - Prorated based on FTE
$77,408 – $103,211 – $113,532 annualized (Pay Grid 9). Normal starting salary placement is between $77,408 and $103,211. Compensation beyond the control/mid-point requires approval by the Public Sector Employer’s Council Secretariat (PSEC).
